The
Administrative Investigations Section of the Grand Prairie Police
Department is responsible for the receipt, investigation and disposition
of both internally and externally originated complaints against police
employees. The A.I.S. investigates complaints to determine possible
violations of the Written Directives of the police department and
Civil Service rules and regulations. The A.I.S. does not investigate
violations of the criminal law.
The
A.I.S. reports directly to the Chief of Police and the results of
any investigations are forwarded to the Chief of Police. The A.I.S.
is a fact finding and reporting unit and does not make recommendations
on discipline, if discipline is warranted.
Texas
law requires that all complaints against police officers must be in
writing and the complaint must be notarized. In order to file a complaint,
a citizen may contact the A.I.S. in person or by telephone for a complaint
form, or they may obtain one at the main police station. If a citizen
has a complaint and the A.I.S. is not available, a police supervisor
may be contacted.
The
signed and notarized complaint must be returned to A.I.S. within 30
days of the incident complained about, unless good cause can be shown
to exceed the 30 day limit. In the case of suspected racial profiling,
the sworn complaint must be returned within 90 days.
A
thorough investigation of the complaint will be conducted. Witnesses
and police employees will be contacted and asked to give statements.
Records and other evidence will be collected and analyzed. Upon completion
of the investigation, the complainant will be contacted, either by
telephone or in writing, and notified of the results of the investigation
and any action taken.
